Two addresses on the same Bartow street can have the same shed in the same state of collapse and face two completely different processes for taking it down. Which one applies to yours is a matter of public record, and finding out costs nothing.

The list is short, and it is most of what Bartow calls about: sheds, detached garages, workshops, block utility buildings, carports and pole frames. Two Addresses, Two Very Different Processes

Three Bartow districts are listed on the National Register of Historic Places: the downtown commercial district and the Northeast and South Bartow residential districts, all added in May 1993. Owners inside those boundaries often assume the listing controls what they can take down. For a private owner spending private money, National Register listing by itself generally does not carry that kind of restriction.

What carries it is the local designation, which is a separate act. Bartow's Unified Land Development Code, Section 2.02.01, establishes a Historic Architectural Review Board and authorizes the City Commission to designate local historic districts and local landmarks by ordinance. The ordinance does not give the board power to refuse a demolition outright. What it allows is a delay of up to six months, so a buyer willing to rehabilitate the structure can be found. On a designated property, the honest question is therefore about the calendar. That is a very different conversation from the one most owners walk in expecting, and it is better to have it in week one than in week five.

And the permit itself is a city permit

Bartow runs its own Building Department, so a teardown at a city address is permitted by the city itself. A parcel with a Bartow mailing address that sits outside the city limits is permitted by the county instead, which is a different route. Donny establishes which of those applies from the address before quoting, so the schedule in the estimate is a schedule that can actually happen.
