Inside the Property Line, Gravel Has a Specification
The land development code permits residential driveways and parking areas within the property boundaries to be surfaced with asphalt, concrete, brick, decorative pavers, grid pavers, crushed stone, rock gravel, or any other material approved by the engineering services manager. Millings and compacted shell do appear in the code by name, but in a provision written for temporary and storage lots and employee parking areas, so on a house the route to them is that last clause, the other material the manager approves.

The drive-aisle line is the one that catches people. It is why the approval conversation is worth having before the material is ordered rather than after.
The maintenance standard comes with a remedy attached
Approved gravel surfaces have to be kept free of weeds, potholes, ruts, uneven surface, and spread beyond the designated area. Where that slips, the code lets the city require the area be paved or resurfaced with a pervious hard surface. That is the part worth building at the start: a contained edge and a real subgrade are what keep a gravel drive within the standard three years in.
One Section, Two Answers, and a Named Official Between Them
Subsection (b) of the parking and driveway standards lists crushed stone and rock gravel among the permitted surfaces inside the property boundaries. Two subsections later, subsection (d) says driveways shall be constructed of concrete, asphalt, brick, concrete pavers, or similar hard surface, all-weather material, and that no driveway shall be constructed without a permit.
Both sentences are in the current code. We are not going to tell you which one governs your lot, because that is the engineering services manager's call and the code hands it to that office in the same breath by making gravel conditional on approval.
What we will do is quote both to you before you spend anything, build the drawing around the gravel specification in section 21-144(e), and wait for approval before the first load of rock is ordered. A gravel drive that clears review is the only kind worth building.
